
This rule notes the kinds of visits that might be utilized to fill jobs. Each type of appointment is additional described in Chapter 23.

Rule 22.2 Filling Vacancies Prior to the Election for a Statewide Elected Office
Jobs at or above pay levels MS-524, AS-623, SS-422, PS-120, WS-223, or TS-319 can not be filled in between the date of any election for a statewide workplace and the date the chosen official takes workplace without previous approval from the Director.
Rule 22.3 Public Announcement of Job Vacancies.
( a) All vacancies in the classified service filled by probational consultations, task visits, or promos should be published in the LA Careers system except those particularly noted below in Rule 22.3( b) and in Procedures: Conversion from a Task Appointment to Probational Appointment.
Jobs can be published in one of 2 methods, either for a continuous recruitment or for a particular job. The job must be posted for a minimum of five calendar days (not consisting of the date the publishing opens).
The qualified list might be developed the day after the statement closes, supplied the firm abides by La. R.S. 1:60 (Timely filing of documents due; anticipation).
( b) A job may be filled without publishing under the circumstances listed below:
1. Appointment from a Department Preferred Reemployment List.
2. Classified WAE consultation.
3. Noncompetitive appointment of an individual deemed eligible for services by the Louisiana Rehabilitation Services Program under provisions of Rule 22.8( a).
4. Noncompetitive reemployment of a former staff member based on prior state service under Rule 23.13( a).
5. Detail to special responsibility.
6. Demotion of a permanent classified worker.
7. Reassignment, position modification, or lateral transfer of a long-term classified worker.
8. Out-of-state vacancies filled out accordance with Rule 22.8( b).
9. Temporary Inter-Departmental Assignment.
10. When nonclassified workers are stated to be in the state classified service or are obtained by a state company in accordance with Rule 24.2.
11. Noncompetitive promo of an irreversible classified worker to a position to which she or he would have noncompetitive reemployment eligibility under Rule 23.13 if he or she were to resign.
12. Appointment to Nurse Technician for candidates hired as a Registered Nurse 1 or a Registered Nurse 1-Student Health that are required to re-take the State Board of Nursing examination.
13. Probational or task visit of an applicant who has attained a 3.5 GPA or higher for a baccalaureate or graduate degree from a recognized university and satisfies all other requirements of Rule 22.8( c) for exemption from screening.
( c) This rule allows the appointing authority to limit application for promo to long-term categorized workers of an Approved Promotional Zone. The advertising zone should be approved by the Director.
Rule 22.4 Rejecting Applicants for Employment
This guideline notes the factors a candidate can be declined for employment. Applicants who have been declined for a task will be notified. Applicants might be rejected if:
( a) Can not be legally employed;
( b) Does not fulfill the minimum qualifications requirements for the job as displayed in the job specifications. (Agencies may seek additional certifications for applicants, but candidates can not be declined if he meets the minimum certifications.)
( c) Has been founded guilty of a felony;
( d) Was dismissed or resigned to prevent termination while serving with irreversible status; or
( e) Has sent false information throughout the application or assessment process or attempted to do something fraudulently to protect a hire for himself or others.
Rule 22.4.1 Criminal History Inquiry

This rule discusses that candidates can not be requested to offer info worrying their possible criminal history prior to an interview or conditional offer of work for an open vacancy, unless the position for which they are applying has a legal restriction that would forbid work with a criminal conviction. The legal constraint must be specified in as a Required Special Requirement (NSR) or Note on the task requirements of the task title of the job. Rule 22.5 Minimum Qualifications
( a) The Director develops minimum qualifications. Appointees should fulfill the minimum qualifications for jobs unless excused under Rule 22.5( e), Rule 23.12, Rule 23.13( a) or Rule 5.8. If a nonpermanent staff member does not satisfy the minimum qualifications for the task, the Director may purchase the separation of that worker.
( b) Repealed.
( c) Minimum certifications determinations are made by either SCS or the selecting authority under handed over authority. The Director has the right to evaluate decisions by the appointing authority and the Director's choice is final.
( d) Applicants who do not meet minimum credentials requirements may ask for a review of the choice by the Director. The request must be in writing and gotten or postmarked within thirty days of the rejection notification. The SCS review process is complete upon the Director's decision.
( e) When previously developed minimum qualifications are changed and an incumbent does not fulfill the new requirements, he shall be permitted to:
1. remain in the position, provided there are no legal barriers, such as the lack of a legally-required license or certification; or
2. receive a higher level task in the typical career path of the task inhabited. The incumbent need to obtain the distinction between the minimum certifications of that job and the higher level task as of the reliable date of the change, offered there are no legal barriers.

Rule 22.6 Examinations
( a) This rule explains that some classified jobs require assessments or evaluations to additional assess a candidate's experience and qualifications. Examinations may include, however are not limited to, tests, experience, and training assessments. This rule enables the Director to perform evaluations and establish requirements, schedules, treatments, and policies relating to testing. ( b) The Director may license an appointing authority to perform examinations that are job-related to additional evaluate the candidate.
( c) This guideline defines what "test" suggests for State Civil Service tasks.
( d) Test takers shall be alerted of their test scores by State Civil Service or firm selecting authority if the test is administered by the firm.
( e) Test scores go through examine by the Director or selecting authority. Requests for evaluation must be made in writing and gotten or postmarked within 30 calendar days following the date of notification of the test result. If a test rating is in mistake, it will be remedied, but it will not invalidate a consultation.
Rule 22.7 Veterans Preference; Proof of Eligibility
( a) For initial consultations, eligible candidates who satisfy minimum credentials and screening requirements shall have five or 10 points contributed to their final examination rating for veterans' preferences.
Rule 22.8 Exemptions from Testing Requirements
( a) This rule enables a selecting authority to fill a job using a probational appointment, task consultation, or promo of a person showed as eligible by Louisiana Rehabilitation Services without that individual screening. Such a vacancy likewise need not be published under guideline 22.3( b) 3. The designating authority making the appointment should document that the appointee fulfills the qualification requirements and need to make such records available to the Director upon request. Individuals eligible for this testing exemption, who apply to a vacancy in the LA Careers system that needs a test, need to supply sometimes of publishing, their letter suggesting that they have been deemed eligible for services by Louisiana Rehabilitation Services. ( b) Out-of-state vacancies may be filled by probational visit, task consultation or promo, without publishing the job or screening.
( c) Repealed efficient January 1, 2024.
( d) Veterans of the militaries who have been honorably released from active service within the previous 12 months might be appointed into a probational or job consultation without a test rating, supplied:
1. The veteran meets the minimum qualifications for the job,
2. The veteran was honorably discharged,
3. served a minimum of 90 days of active duty for functions besides training, and
4. An offer made to an active member of the militaries however does not have an effective date of visit prior to the discharge date.
(e) An applicant who satisfies the Minimum Qualifications and has a Peace Officer Standards and Training (POST) accreditation from a Louisiana recognized training academy may be designated by probational consultation or job consultation to a job which needs the Protective Services Exam without a test rating. The candidate's POST accreditation shall not be under suspension or pending a revocation hearing.
- Noncompetitive reemployment, unless the candidate formerly held a non-professional level task and is being reemployed into an expert task.
- Promotion of a permanent status employee who has noncompetitive reemployment eligibility, unless the eligibility is based on a non-professional level job and the employee is being promoted into an expert task.
- Reallocation other than from a non-professional to an expert level task.
- Promotion of a long-term classified worker to another task requiring the same test as the task the employee presently holds.
- Demotion of a long-term classified employee, unless from a non-professional to a professional level task.
- Appointment to a classified WAE job.
- Conversion of job appointees to probational visits in the very same task title.
- Employees designated to tasks requiring the same test of a task they previously inhabited with irreversible status.
- Employees who are employed at the State Civil Service Recruiting and Outreach Center and/or who serve as State Civil Service test monitors.

Rule 22.9 Certificates of Eligibles
